One millionaire leaves France each day, on average, to escape its onerous taxes on wealthy individuals, according to a July 16 article in the Washington Post. The country's wealth tax is levied on top of income, capital gains, inheritance and social security taxes, and it can cause wealthy individuals' tax bills to outstrip their income.
