Egypt makes most reforms.

Egypt ranks as the most-improved country in the ease of doing business, according to the Doing Business annual report by the World Bank and IFC. The report reviewed countries' progress in ease of doing business from April 2006 to June 2007. Egypt made reforms in five of the 10 areas studied. The rest of the top 10 reformers (in order) were Croatia, Ghana, Macedonia, Georgia, Colombia, Saudi Arabia, Kenya, China and Bulgaria. For the second year in a row, Singapore led the aggregate rankings on the ease of doing business.
